ELEANOR MASON RAMSEY, Ph.D., President
ELEANOR MASON RAMSEY, holds a doctorate degree in anthropology from the University of California, Berkeley and has earned a baccalaureate from Hunter College, New York. As president of Mason Tillman, Dr. Ramsey directs the staff’s performance and project outcome for every one of Mason Tillman’s initiatives.
Dr. Ramsey has over 29 years of experience in core affirmative action services and social marketing campaigns. She has evaluated and designed programs for special districts, cities, counties, states, and airports. Dr. Ramsey has conducted the research necessary to design Minority, Women-Owned Business Enterprise (M/WBE) programs to meet judicial review standards and has provided close oversight to ensure compliance with local and federal regulations. She has provided investigation and mediation regarding disputes and challenges to M/WBE program requirements. She has worked with large and small public agencies in the development and implementation of M/WBE programs. Dr. Ramsey has delivered training programs, seminars, and presentations on M/WBE requirements to a variety of audiences both in the public and private sectors.
Under her direction and leadership, Mason Tillman has completed 108 unchallenged disparity studies on time and on budget. She has also established the research parameters and the legal and scientific integrity of Mason Tillman’s disparity studies. Dr. Ramsey was instrumental in developing Croson study methodologies, including the creation of statistical models to account for disparity.
In the field of social marketing, Dr. Ramsey draws upon her anthropological background to define and understand target audiences, and to craft campaigns that conform to the target audiences' expressed desires, values, and tendencies in order to change their behavior.

LYNN REDDRICK, M.B.A., Marketing Manager
LYNN REDDRICK, received her master’s degree in Business Administration from Columbia University and undergraduate degree from the University of California at Berkeley. She is a seasoned marketing executive with decades of experience in marketing, advertising and public relations, business management, and new product development for major packaged goods manufacturers.
Ms. Reddrick has developed and implemented strategic assessments, marketing plans, and communications plans for Nabisco and Del Monte products. Ms. Reddrick has also worked with a large number of government clients, including: California Highway Patrol; Alameda County Transportation Improvement Authority, CA; City of Dallas, TX; City of Cleveland, OH; City of Oakland, CA; City of San Francisco, CA. She is a focused, results-oriented leader and team builder who offer an accomplished track record of reaching communities, businesses, and citizens.

ALLURA J. SCOTT, Esq., Anecdotal Manager
ALLURA J. SCOTT, Esq., received her law degree from Howard University and her bachelor’s degree from California State University, Dominguez Hills. Ms. Scott has extensive experience in public policy analysis and development. Her legal training provides her with the foundation for sound policy analysis and formulation. Ms. Scott has analyzed the anecdotal accounts and written the anecdotal chapters for 40 disparity studies. Based on her comprehensive analysis of the case law and review of the anecdotal accounts, Ms. Scott has written and edited the interview probes to ensure the interviews elicit data that meets the Croson standard. Ms. Scott was the assistant Project Manager for the EPA M/WBE Rulemaking Process hearings held in the nine EPA Regions between 2003 and 2004.

HENDRY JOESUF, M.B.A., Database Manager
HENDRY JOESUF, M.B.A., received a master’s degree in Business Administration from San Francisco State University and a bachelor’s degree in Information and Operation Management from the University of Southern California. Mr. Joesuf is Mason Tillman’s lead database manager and responsible for performing the analysis needed to calculate utilization reports and availability goals. He is familiar with the database requirements of M/WBE program regulations and has designed databases for multiple public agencies with the knowledge of the logic needed to produce efficient and relevant data.

EDWARD W. NORTON, LL.B., Chief Legal Advisor
EDWARD W. NORTON, received his law degree from Columbia University and his baccalaureate at Yale University. A defining theme of Mr. Norton’s career has been his impact on various federal, state, and local minority business development policies. These are best represented by his tenure as general counsel to the U.S. Small Business Administration (1979-81). He has served as deputy general counsel of the U.S. Department of Housing and Urban Development and general counsel of the New York City Housing Authority. Mr. Norton has provided legal analysis and program design consultation on all 104 of Mason Tillman’s disparity studies and is currently providing such services on the firm’s ongoing studies.
JUDGE HENRY RAMSEY JR., Retired, Legal Advisor
JUDGE HENRY RAMSEY JR., holds an LL.B. from Boalt Hall School of Law, University of California, Berkeley. He earned a bachelor’s degree in philosophy from the University of California, Riverside. Judge Ramsey also attended the Program of Instruction for Lawyers – Mediation Workshop, School of Law, Harvard University. He was admitted to the Bar in the State of California in 1964 and to the U. S. Supreme Court in 1967. He has served as Presiding Judge of the Superior Court, Alameda County, California, and Dean of Howard University School of Law. Judge Ramsey was a full professor at University of California before joining the Superior Court.
JUDGE GEORGE MASON JR., Retired, Mediator
JUDGE GEORGE MASON JR., holds a doctorate degree in jurisprudence from the University of California at Berkeley, and undergraduate degree from Eastern Michigan University. Judge Mason received his mediation training at the National Judicial College, taking both basic and advanced mediation courses. Judge Mason was appointed a Workers’ Compensation Judge in November 1982, and retired as Presiding Judge of the Oakland Appeals Board in July 2004. In 2002 when the Board opened a new Court in Walnut Creek, Judge Mason was appointed Presiding Judge. There Judge Mason mediated over 300 cases in Walnut Creek, Oakland, and San Francisco.
